This picture shows the point at which people can enter the area that has been segregated off from the area outside of it. Because the fence is low, this would appear to depict that there is no real safety issue, but that the fence and gate exist mainly as boundary and entrance/exit points respectively, and that people are not necessarily to be kept out, so it is not an exclusive area.
