These bollards serve two separate functions: one is to ensure that cars cannot skid off the road and into the area which is delineated by the bollards, and the other is to inform the driver that they are not permitted to place a vehicle beyond the line of bollards. The second reason is more probable because the bollards are situated alongside the side of the pavement which is furthest from the roadside, so a motorist would have to cross the pavement in order to access the area in the first place.
